Commissioning is defined as the process of verifying and documenting the performance of HVAC systems so that they operate in conformance with the design intent. The need for such a process should be obvious. All segments of the industry should demand it. However, proper commissioning of systems is often ignored or left to people who do not fully understand the design criteria or the intended operation of the system. Operational personnel, when not properly instructed in system concepts and operational modes, often, with the best of intentions, operate the system improperly. The result is a system that does not satisfy the needs of the occupants. We must establish logical, sequential procedures for commissioning HVAC systems directed by a commissioning authority who fully understands the systems.

The benefits of proper HVAC commissioning should be apparent–a system that operates as it was designed to operate, producing results that satisfy the occupant and the owner.
