Description

Describes the Public Utilities Operations Center for the City of Riverside in California, a 2656m2 (28,600ft2), two-storey structure, whose HVAC, plumbing and electrical systems form a showcase and educational facility. Reports how this was achieved by incorporating energy conservation features into the use of electricity and water and in the design of the building envelope. Lists measures to increase energy efficiency, including – ice storage, low-temperature supply air, variable speed drives for supply, return/relief and minimum outside air fans, direct digital control energy management, a high-efficiency heat pump unit , an evaporative condenser rather than a cooling tower, advanced wall and roof insulation, low emissivity glass windows, high efficiency lamps, daylight sensors, occupancy light sensors, skylights and water-saving plumbing fixtures and metering taps. Notes the high indoor air quality and comfort conditions achieved, while the overall system is energy efficient and cost effective.
