The use of baseline calculations for calculating energy savings from measured data has been one of the noteworthy features of the Texas LoanSTAR program. As of August 1997, more than $49.25 million in total savings from energy conservation retrofits have been verified by various energy calculation techniques, ranging from stipulated or estimated energy savings to simple comparisons of annual energy use to calibrated simulations in the more complex sites. In each case, the type and cost of the analysis has been carefully weighed to ensure that the majority of the payback dollars are being measured in an accurate and repeatable fashion that is also cost-effective.

This paper presents an overview of the revolving loan program and discusses the baseline calculation techniques that are in use in the program, including information about the data thatare used and the models used in dozens of sites that are being analyzed for retrofit savings as part of the revolving loan program.
