Investigates reducing the cost and effort of the energy audit process and of the accompanying energy reduction analysis report. Covers changes such as elimination of independent calculation, of maintenance and operation projects, simplification of reporting, use of computerised calculations and early attempts at `direct install’ (a process that avoids some costly calculations when installing certain retrofit projects that are historically successful). Bases the investigation on a major state programme. The data set consists of 900 retrofit projects . Finds that direct install can shorten the time and expense required to prepare an audit report by up to 60% and can accelerate the installation of retrofits.
