Description
This standard provides criteria for administrative controls necessary for the safe and efficient operation of nuclear power plants. Test, mobile, and experimental reactors, as well as reactors not subject to U. S. Atomic Energy Commission licensing, are excluded because of differences in operational practices and contractual requirements.
Administrative practices vary among organizations operating nuclear power reactors. Recognizing this, this standard incorporates flexibility that provides for compliance by any organization. No single approach to administrative controls is prescribed; rather, several ways to meet the criteria are presented. The controls selected shall be those preferred by the operating organization.
The U. S. Atomic Energy Commission (AEC) promulgates regulations applicable to many aspects of the design, construction, operation, and administration of nuclear power reactors. This standard contains criteria for administrative controls for nuclear power plants during operation and is intended to be consistent with applicable criteria for Quality Assurance, including those given in the Code of Federal Regulations, Title 10, Part 50, Appendix B. It is intended that this standard be used in conjunction with American National Standard N45.2-1971, Quality Assurance Program Requirements for Nuclear Power Plants. It is not intended that this standard discuss, in detail, those aspects of a quality assurance program that are required during operation and which are essentially the same as those existing during the design and construction phase. This standard shall not take precedence over any AEC regulation.
