Documents the results of an evaluation of the effectiveness of a total building commissioning program. Since 1991 the government in a Maryland county has integrated the ASHRAE commissioning guidelines into a total building commissioning programme called Construction Quality Control (CQC). States CQC places HVAC commissioning within, not outside, the construction process. It is, however, broader than the ASHRAE commissioning guidelines. The CQC program focuses on the total quality assurance of a project. The approach taken by the CQC programme covers every major component or system in a building facility. CQC covers everything from the thermal envelope integrity, foundation and structural elements, roofing system and HVAC and electrical systems to control systems and special systems such as fire alarm and emergency power systems.
