Airtightness testing of large buildings has been the subjectof research since the early 1970s. Since then, whole-buildingairtightness testing has developed into a robust and vital buildingenvelope commissioning industry. In 2009, the U.S. ArmyCorps of Engineers (USACE) implemented Engineering andConstruction Bulletin (ECB) 2009-29, which specified anairtightness requirement (i.e., maximum allowed air leakage)of below 0.25 cfm/ft2 at75 Pa (4.7 m3/h/m2 at 75 Pa) for the sixsidedbuilding envelope surface area for all new constructionand building enclosure renovation projects. The implementationof the building airtightness requirements over the pastdecade on U.S. Department of Defense (DOD) projects hasdramatically improved awareness of the importance of airbarriers systems. Each construction cycle since 2009 hasachieved improvements in design and air barrier products andin installation practices resulting from a progressive learningcurve. However, reviews of airtightness results and diagnosticsof DOD projects in the Alaskan region over the past decadeindicate that airtightness standards may need to be furtherincreased.
